Sir,
His Excellency the Governor Sir Hercules Robinson having desired to convey to you the sense which the Government entertains of the zeal, intelligence and thorough efficiency with which you have acted as Colonial Secretary for a period of more than two years and a quarter, and with His Excellency's permission I take the opportunity to add my testimony to the value of your services, the greater part of the above period having occurred during my temporary Administration of the Government.
It is a source of much satisfaction to His Excellency to know that the exemplary and efficient manner in which you have discharged your duties...
